[Koha] Check on how MaxFine works?

Can someone check my understanding of MaxFine?  If it's set to $10, and
fine increments are .20, and the last total was $9.80, does the MaxFine
kick in with the next .20 increment (total $10), or the first one AFTER
the $10 threshhold (total $10.20)?  Thanks.
