I think you want to enter the number corresponding to "Asia" from the
list.

Please get CPAN help from Redhat, or from
http://search.cpan.org/dist/CPAN/lib/CPAN.pm#CONFIGURATION

It is a more general perl setup problem, rather than a Koha one.
