It sounds like you're using a version of Koha which has the year
dropdown hard-coded in the template. It's easy to fix if you have
access to your templates. Look for:

intranet-tmpl/ (your template) /en/circ/circulation.tmpl

Later versions included a javascript calendar popup, but I'm not sure
if that was in an official release or just in version control.
