[Koha] Koha Usage problem

When i am trying to install the DBD-Mysql-4.004 i am getting the following error while running perl Makefile.PL

Can't exec "mysql_config": No such file or directory at Makefile.PL line 76.

Cannot find the file 'mysql_config'! Your execution PATH doesn't seem 
not contain the path to mysql_config. Resorting to guessed values!
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Can't exec "mysql_config": No such file or directory at Makefile.PL line 465.
Failed to determine directory of mysql.h. Use

  perl Makefile.PL --cflags=-I<dir>

to set this directory. For details see the INSTALL.html file,
section "C Compiler flags" or type

  perl Makefile.PL --help



Please, help me out.

I have installed koha 2.2.9 software in my system, my operting system is Windows XP. Everything is working fine but when i add a member it is not adding to the database, so please tell me the procedure to add members.
