[Koha] Z3950 Targets

Dear All
We are having problems downloading records from library of congress. We suspect that it may be due to the speed of our internet connection. Has anyone else experienced this problem? We are using 2.2.9 on Windows XP.
Also does anyone else know of a British Z3950 site?
