[Koha] SIP2 Server not start!

Thanks mate was precisely the problem. 
Now I get the following error: 
"MarkIssueReturned" is not exported by the C4::Circulation module
but I try to fix it.

You are missing a -I, since you intend to include the current directory:

perl -I /usr/share/koha/lib/C4 -I ./ ./SIPServer.pm ./SIPServer.xml
