Owen found more about this - and so I thought I should share with you all:

by default

[10:47]  <owen> The CAS authentication stuff needs to be turned off,
then logging in and out works.

[10:50]  <nengard> hmmm - we need to explain that further - and you're
right they shouldn't be on by default
