[Koha] One bug found

In dealing with trying to get diacritics to work, I did run into one
bug.

There is a line of code missing in the sort-string-utf.chr file located
at /etc/koha/zebradb/lang_defs/en

encoding utf-8

Discovered this one when comparing the English version with the French
version.

John
