[Koha] Diacritics in title

We are using Koha 3.01.00.61 and we have run into a slight bump in the
road. I would appreciate any advice or help on this issue.
Being in the southwestern United States with a large population who
speak Spanish we have a lot books in Spanish, complete with Spanish
diacritics. The behavior we are seeing is that if the only place that
has the diacritic is the title, the keyword search fails. Some records
have the title or partial title with diacritics in a 520 field. When
this is the case, the keyword search will bring results, but a title
only search will still fail.
The searching worked with earlier versions of Koha (3.00.02) but it is
not working now.
When I look at the sort-string-utf.chr file for en, all the equivalents
are commented out. When I look at the same file in the fr directory, the
equivalents are not commented out.
I am hoping someone has a copy of the sort-string-utf.chr file with
Spanish diacritic equivalents so we can do some testing.
