Seems like nothing is listening on port 8080. Netstat can give
you that information:

$ netstat -an --ip | grep 8080

tcp    0  0 127.0.0.1:8080  0.0.0.0:*   LISTEN


Is apache running? If not, fire it up:

$ /etc/init.d/apache2 start
