[Koha] Serials in multi-branch libraries

To do this in Koha today you'd set up seven separate subscriptions,  
one for each branch. The original serials module wasn't designed for a  
multi-location library with central acquisitions; it was designed with  
the assumption that all locations receive their own copies.
