[Koha] minor issue: NO_LIBRARY_SET

This should be true if you are logging in as the root Koha user, i.e. the
user in your KOHA_CONF file.  That user, by definition, cannot be associated
with a single branch permanently.

If you are testing with a regular staff user, you can edit that user's
record to associate them with a homebranch.
