try using telnet to test...

$ telnet z3950.loc.gov 7090
Trying 140.147.249.38...
Connected to ilsweb.loc.gov.

telnet> q
Connection closed.
$

if you can't connect to the host via telnet - you have a network issue.

probably port 7090 is blocked for your network :(
