[Koha] fine is more than noissuescharge - How can I stop issues

Hello,

Pls kindly help. How can I make koha to stop issueing/borrowing when the noissuescharge is set.

I use Koha 2.2.9 on suse 10.1

Users in my library can still borrow materials even wnen the fines is more that the noissuescharges

pls what can I do.
