[Koha] Editing staged records

In 2.2, records could be edited before they were moved from the 
reservoir into the catalog.  There doesn't seem to be a way to edit 
staged records before moving them to the catalog.  This is kind of like 
bug #2197 except the items would be edited before the transfer to the 
catalog instead of after.
