[Koha] purpose of this list

I agree with those who want three lists (not that I want to subscribe to
three more lists but...).  As a non-developer person but someone with
installation and some programming experience, I often get lost in the
PERL-type conversations but enjoy seeing trouble-shooting/tech questions and
usage questions - I can relate a lot more to those in my personal
experience.
