[Koha] orders in acquisitions

Hi Rachel.

A replacement surcharge isn't currently available in Koha, but would
be a pretty easy local customization to add to the current codebase,
and is likely to be included in a future release (but isn't currently sponsored,
afaik).  The simplest way to  accomplish this would be to fill in the
'normal purchase price' field, then add a local plugin for 'replacement price'
that adds the surcharge based on whatever criteria you need, using the
existing plugin structure for the  MARC frameworks.
