You have not exported the required environmental variables like:
export PERL5LIB=/usr/share/koha
export KOHA_CONF=/usr/share/koha/etc/koha-conf.xml

Those are just examples, they might not apply to your system.  PERL5LIB
should be the directory that contains the C4 directory.  And KOHA_CONF
should be your main koha-conf.xml file.  Both these variables are
established by Apache SetEnv commands in your Koha's apache configs, so you
can find the correct values there.
