[Koha] What's going on at indexdata.com?

I've been trying to install Net::Z3950::ZOOM on a couple of different 
machines, one for Koha, and have been getting the following for several 
days:
#   Failed test 'connection to 'test.indexdata.com:2118' refused (10000)'

I can force the install.

Also 'IRSpy Find a target' at http://targettest.indexdata.com/find.html
is giving me:

Proxy Error

The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request GET /find.html.

Reason: DNS lookup failure for: irspy.indexdata.com
