[Koha] Internationalisation

Dear Don Robertson,
   
  For translation to Khmer in Koha 2.2.9, we can add "khmer" language in directory: koha_directory\opac\htdocs\opac-tmpl\css. You'll see more languages in this directory, and than edit all files (*.tmpl). But when i view koha opac in browser (IE 6), it display "???????" when we choose "khmer" language. I don't know how to display khmer language in browser. If you have any idea, Please reply. Thanks!
