[Koha] Issueing Problem: Too many issues

Hello,

I have entered the issuing rules (see attached jpg) and the members and when
I want to issue a book to a member who does not have any book issued yet I
get the error message: 
"Too many issues (already issued / max : h 0 / 0)" (see attached jpg)
I can confirm and then the book is issued, but there must be a problem
somewhere.

I use Koha 2.2.8 on Debian.
