[Koha] CPAN config issues

It appears that your configuration of CPAN is not working out.  This may be
due to your preferred servers being unreachable or incomplete, or perhaps
you are not logged in as a privileged enough user.

You can still download a given module manually from http://search.cpan.org.
For example:
   http://search.cpan.org/~esummers/MARC-Charset-0.98/lib/MARC/Charset.pm
<http://search.cpan.org/%7Eesummers/MARC-Charset-0.98/lib/MARC/Charset.pm>

But to fix the underlying problem you should probably reconfigure the CPAN
module.  Use the command:
  perl -MCPAN -e shell

That will open a CPAN shell. Then use "o conf" to view the current CPAN
configuration and "o conf init" to change it.  Pick your preferred list of
CPAN mirrors to be systems that are reliable and responsive to you.  You
might also start with "upgrade CPAN", since the latest version appears to be
only a week or two old.

The connection attempts (some successful?) to 192.168.1.254:800 are
confusing to me.  That internal address is unlikely to be a correct
destination.  If you notice this in your list of preferred servers, remove
it.
