[Koha] Help! Number of titles that may be checked out by users with Koha

I think this was a bug in versions 2.2.5 and below.  If you don't have 
issuing rules filled in for every single borrower type under every 
single branch, you'll get that error.  I think it's been fixed in 
versions above 2.2.5.
