Yes, I have realized that implementing Koha on Linux will be a better
decision to make. I am working on it.
 
I am going to try Koha on both the platforms, For Linux, I want to go ahead
with Debian Linux. For Windws, I would like to install on Windows 2003
Server. Then, some of those files systems aspects won't be a limiting
factor. 
 
I welcome your suggestions. May I post this response to the group?

The reason nobody answered you with a specific "max records limit" is
because no such thing exists.  The proper question would need to include a
specific Windows OS in question, and more specifically, the filesystem used. 
The limitation MySQL encounters is based on the filesystem (and potentially,
the bit-depth your hardware).  For example, MySQL says: "Windows users,
please note that FAT and VFAT (FAT32) are not considered suitable for
production use with MySQL."
