Nice work on this patch.

These are very minor changes below that
 > do not affect Firefox at all and make Internet Explorer pretty much 100%

One way to submit this it to submit it as a bug to the koha bugzilla and 
  include the solution you have here. http://bugs.koha.org

On the bug form if you select Component: Templates - then it will 
attract the attention of the template gurus.
