[Koha] Help - msgmerge

Hello Techies

Do you have a dos (Windows) equivalent of *'msgmerge'*?

When I run *'tmpl_process3.tmpl create*' command it gives me the following
error

*'msgmerge' is not recognized as an internal or external command, operable
program or batch file.*

Any inputs in this direction will be greatly appreciated
