Parameter>Authorised_values choose LOC category.

In your default framework (Parameter>Biblio frameworks), you could leave
995$e as not mandatory, or even delete the subfield, if you donot use it.

If you use UNIMARC, the framework is stored in mysql and is in french.
It is not ... yet ... translated in English.
