[Koha] installation on ubuntu dapper 6.06

I have been trying to follow the Admin guide and newbie guide from
Kohadocs.org
When I go to system preferences there is nothing listed under any of the
tabs.
I also tried adding an item, but when click ok the list is still empty.
The same thing happens when I try to add an issuing rule.
When I try to add a stop word it says data saved, but it is not listed when
I return to the stopwords admin page.

I was able to add a book fund but when I tried to add a budget it said the
dateformat was invalid.
I was able to add a borrower category.

I got this error trying to run rebuildnonmarc.pl
