[Koha] Too many issues error

Hi,
   I have koha installed and am just testing things out to see if it 
will work for my organization.  So I have added one bibliographic entry 
(pulled via z3950 from the LOC).  And I have created one item for that 
bibliographic entry.  I have also created one patron.  I have setup 
issuing rules of 14,100 for everything and have defined several item 
types, one of which has been assigned to the bibliographic entry.  When 
I attempt to issue the item to the patron I get a warning that says: 
"Please Confirm Issue: Too many issues (already issued / max : g 0 / 
0)"  Can anyone tell shat I have to do to get the max issues set to 
something more than 0 for this patron/bib?
