[Koha] I can't see administration options

I run Koha under Ubuntu (Debian based) Linux. But i can't prepeare it to work. 
When i try for eg. add user personal data logs 
(/usr/local/koha/log/opac-error_log) saids:

I run Koha by http://localhost/ in firefox. When i try run other files 
(http://localhost/cgi-bin/koha/opac-sidebar.pl) i get logs:
