Whoo hoo! I can answer a couple of these.

Yep, the Z39.50 server can in fact connect to another Z39.50 server to
retreive information about materials. You need to know which Z39.50
server you want to connect to, and then you need to ensure that it's
address is in the Parameters> Z39.50 section. There also used to be a
Linux command that you needed to run in order to get the daemon to
start.

For Raganathan's Colon System (which I am by no means an expert on) I
would put the facet letter in

852 c because it can handle letters.

I would put the numerics and colons into

852h because it can handle numbers.

What I'm not sure of is if it can handle a colon or 2 or more colons in
this field. I know that Paul had said previously that there might be a
generic "Call Number" slot where you could put whatever you wished in.
I'm not sure how that turned out.

There are loads of people that run servers. What I would do is search
for a library that is similar to your own because your collection is
like to overlap. Then, I would ask the library or hunt around their
website for information about their server. You can also import and
export individual records, which is how I do it, because my collection
is much smaller, and I can get the sort of quality I want.

This is going to make things tough for you. A lot of the ways retrieval
works revolve around an ISBN. You would probably be able to mock
something up using a title search, but you wouldn't have a guarantee of
getting very accurate information without someone looking at a record.

Do you have preexisting data from another ILS? If so, there are ways to
migrate to Koha, but you need to check and see that everything is
importing properly.

I'm not sure what you're asking here. Sorry.

I hope some of this helped a little.
