Koha is free software, you won't pay FOR THE SOFTWARE, but you might (or 
maybe not) pay FOR SERVICES in order to have it working to your wishes.

The services you may pay might be: conversion of the data in your 
current ILS, setup of the server and some customization (may require 
programming).  The cost of the services varies from country to country 
and the expertice of the people you hire: and of course what you can pay 
for them.
