[Koha] blank200 db is really blank

I'll give this another try since everyone seemed to get so distracted by my "IE bug" question last time that no one noticed the question about the blank200 db.

I installed the Koha 2.0.0 W32 R0 package and would like to populate the blank200 db that is included. But, not only is there no biblio or member data; the MARC tables are also empty. Is this normal or did something go wrong with my install? Do I need to copy the MARC tables over from the sample200 db?
