[Koha] Koha2.0.0RC3 released

As stated yesterday, I've released a 2.0.0RC3 version of Koha. This 
version is mostly interesting for french users. Other may wait until 
2.0.0RC4 (or 2.0.0 final ?)

BUGS FIXED since 2.0.0RC2 :
* LOT of bugs in french translation
* fixed bug in z3950 client daemon that makes "mySQL connection lost 
during query".
* 605 : circulation.pl only shows one waiting item
* 293 : Error Issuing Book  - 1

IMPROVEMENTS since 2.0.0RC2 :
NONE
