[Koha] keeping email on target

Well, I'm one of the offenders here, but it's probably worth pointing out
that we've gotten a bit sloppy about which messages we're sending to which
mailing lists again.

If you're replying to an email, please check the To: and Cc: lines to make
sure your sending it only to the lists (or people) you mean to.  There's
not a great deal of benefit in discussing development and troubleshooting
on the koha list, nor asking about day to day use or where to find
bar-code readers on the koha-devel list.

Hopefully cutting some of the cross-list mailings will help keep
everyone's mailbox in check.
