As far as I can tell from the comments in the code there (including a 
FIXME note), it's to keep the developers honest and make them put a 
final fix instead of the temporary one that writes the warning. After 
all, no developer wants to ship something that spits the traditional 
XXX (meaning: your programmer has work to do still) warnings out all 
day long. I wonder why this one became "XX" though.
