[Koha] Error with Member template

I get the following error when trying to search for members.  The file
is under /usr/local/kkoha/intranet/htdocs/includes/templates/default.
I even moved it to an upper level directory to see if that would help
and nothing.
 
Could not find member.tmpl in
/usr/local/koha/intranet/htdocs/includes/templates
/usr/local/koha/intranet/htdocs/includes at
/usr/local/koha/intranet/modules/C4/Output.pm line 246.
HTML::Template->new() called with odd number of option parameters -
should be of the form option => value at
/usr/local/koha/intranet/cgi-bin/member.pl line 38
