Easy answer : Work with 3.6 on Linux

Difficult answer : Use http://wiki.koha-community.org/wiki/Koha_3.4 documentation as a base and try to figure out your own way from there - reading and understanding the code, running diff, and back-porting patches and bugfixes on your own.

Essentially if you are trying to do this on Windows platform, you are on your own by and large.

2.9.9 is an ancient and completely unsupported EOLed version for many years now. If you insist on using it, you are essentially on your own.
