Is this being worked on by any Koha libraries or is there interest?  I see Ohionet? is sponsoring a lot of the work and they are in the Q7 now of development based on what is mentioned in this blog post:

I see this as a huge opportunity for a library and an MLIS grant possibility.  I know the State of Texas has contracted with OCLC to manage our "state" ILL system, but what a great opportunity this could be...
