First, create a borrower record for the librarian, as if they were a
new borrower.<br>
When creating the borrower record, choose staff type.<br>
In the borrower record, set the "OPAC login" and password. <br>
When the borrower record has been created, click the More tab and go to
Set Permissions to allow access to staff functions.<br>
