[Koha] Priority/place in queue of unsuspended hold?

I'm pretty sure suspended holds maintain their place in the line.  This was
an optional preference in my previous ILS so it is possible I'm confused.
But the suspended hold stays in the line and will "travel" up the queue as
older requests are filled.  When the request begins actually looking for an
item, the original request date will still be used to determine the
"seniority" of the hold request.
