[Koha] Challenge with Circulation Permissions Automatically Unchecking in Koha 24

Hi,

That seems like the normal behaviour to me. The top checkbox is only 
checked if all subpermissions are checked.

What is the challenge specifically? Which subpermission are you removing 
and what is it that you want your staff to be able to do that they are 
not able to if the top-level permission is not checked?
