[Koha] Challenge with Circulation Permissions Automatically Unchecking in Koha 24

Dear Koha Support Team,

I hope you are well.

I am currently experiencing a challenge in Koha 24 under *Set Permissions*,
specifically within the *Circulation rights* section.

When assigning circulation permissions to a staff member, I have noticed
that if I uncheck certain sub-permissions under the circulation module, the
main permission “Check out and check in items (circulate)” automatically
becomes unchecked as well.

This behavior occurs even when other circulation-related permissions remain
selected. As a result, it becomes difficult to configure limited or
specific circulation rights for staff members without unintentionally
disabling the entire circulation module.

Could you please clarify whether this is the expected behavior in Koha 24
or if this may be a configuration issue? Additionally, I would appreciate
guidance on the correct way to assign basic circulation rights without
triggering the automatic removal of the main circulation permission.
