[Koha] e signature & Koha

Hi Erlanda, David,
According to the documentation, there is a way to attach files to 
patrons : 
https://koha-community.org/manual/latest/en/html/patrons.html#files
Seems to be working since 23.11 :)
However there is no proper integration of e-signatures devices in Koha, 
nor an automated way to fill a pdf or form from the browser and have it 
attached to the patron.
That is quite a specific development, I think like David this should be 
done as a plugin if needed.
