If set the "OpacPublic" system preference to "Enable," the public will
not be required to log in to access Koha' OPAC.

If you also want to *prevent* users from logging in to the OPAC you
can set "opacuserlogin" to "Don't allow."

It sounds like those two preferences will get you what you're looking for.
