[Koha] z39.50 help

They were the unfortunate victim of a ransomware attack in May
<https://www.seattletimes.com/seattle-news/seattle-public-library-still-reeling-from-may-cyberattack/>,
and have still not fully recovered.  We are advising our partner
libraries to find other z39.50 targets as we do not expect their z39.50
server to be available any time soon.
