the second line "koha-l10n" is from a previuos installation and seems to 
be installed while it is missing.

removing the ghost and reinstalling everything from the beginning has 
solved the problem

Hi,

the po files for translations are now packaged separately and no longer
part of the Koha git repository.

How did you install Koha and which version is it?

If you installed using packages you might want to check if all
dependencies have been installed correctly.
