[Koha] Koha update being kept back on Ubuntu 18.04 bionic

If a package is put on hold, you can upgrade it nevertheless by entering:

sudo apt upgrade koha-common

Please note that the hold will be lifted. It can be restored with:

sudo apt-mark hold koha-common
