[Koha] issuingrules from 19.11 to 20.05

Hello
I have already updated koha to 20.05, now for some reason i wish to create
issuingrule table again with similar data as it was before upgrade.
May i know what will be the impact in current operation or if again i
upgrade to next version from 20.05 ?
