[Koha] Fines Not calculating (Koha v22.05)

The next thing I'd do is analyze one case closely where I think it
should have charged a fine:

* Itemtype, home and holding branch of the item
* Patron cateory and home branch of he user who has checked the item out
* CircControl setting
* finesmode setting
* MaxFine setting
* Calendar: is today a holiday? What holidays were in the past?
* Circulation rule applying: fine grace period, fine amount, max fine,
fine interval etc.
